At this meeting, a panel appointed by Insurance Commissioner Dave Jones; reviews proposals from District Attorneys' offices. These proposals indicate what resources and methods each District Attorney will use to fight Workers' Compensation Fraud. Based on the recommendations of the panel, Commissioner Jones will allocate $36 Million to various California District Attorneys for the fight against WC fraud. The DA proposals totaled $42 million in requests, so it became very competitive as to which DA offices would get how much money. Bruce Wick testified to the panel and the DA presenters on several issues:

  1. They were all reminded that although the Insurance Commissioner decides how the money is allocated, all the money comes from employers, as part of their WC surcharge.
  2. Bruce Wick advised how important it is to keep up the heat on premium fraud investigations; as most of the underground economy uses premium fraud as an unfair competitive advantage.
  3. Bruce Wick also spoke on the importance of the DA offices pursuing provider fraud. The dollar numbers are enormous. Several providers are being prosecuted who have over $100 Million in fraud each! Wick also reminded the DA presenters that our injured workers suffer at the hands of fraudulent providers, especially those who perform unnecessary medical treatments for the profit of the providers.
